The EU must support citizens and local governments to drive the energy transition

For Europe to successfully kick its reliance on fossil fuels and embrace renewable energy sources, the next EU Renewable Energy Directive must empower local and regional governments as well as citizens to use sustainable energy options, concluded participants at the session Cities and Citizens in the Energy Union, held in Brussels (Belgium) on 16 June 2015 as part of the EU Sustainable Energy Week. The Directive should also include a clear incentive for Member States to support citizen ownership of renewable energy, and include access to well-designed funding and support schemes.

“Explicit recognition of the local and regional government level as well as citizens in the next Renewables Directive is the only way for the energy transition to succeed,” said Holger Robrecht, Deputy Regional Director of ICLEI Europe. Organised as part of the EU-funded CO-POWER and Mayors in Action projects, the event attracted a diverse range of high-level speakers and politicians to discuss how citizens and local government can be involved in crafting the future of energy production, sharing the costs and rewards. The concept of the session was co-designed by ICLEI – Local Governments for Sustainability and Friends of the Earth Europe.

Mercè Rius i Serra, Deputy President for Environment, Province of Barcelona (Spain), said: “In order to empower citizens, we need to empower their cities, and foster closer collaboration with other levels of government. The regional and local levels need to work closely to bolster the energy transition. The Energy Union is an opportunity to change regulations and bring the transition to the local level."

Third Local Training in Bulgaria

Трето местно обучение в България

This third Local Training, within the 50000and1SEAPs project, took place on 2 June 2015 at the conference hall of Chepelare Municipality (Bulgaria). It was organized by the Association of Rhodope Municipalities and European Center for Quality Ltd. and kindly supported by Chepelare

The training aimed to make a review and to evaluate the project results achieved so far. Another discussion topic of the event were the investment measures foreseen in the sustainable energy action plans (SEAP) of the five
municipalities (Chepelare, Bratsigovo, Zlatograd, Nedelino and Rudozem) participating in the project. The representatives of the municipalities were also introduced to the contents and scope of the SEAP, according to the requirements of the Covenant of Mayors.

Moreover, the participants visited the “Refurbishment and modernization of the Municipal Children’s Complex” siteand were introduced to the energy saving measures implemented in the building within the framework of the
„Energy efficiency in public buildings –tranche 5” project, financed by ‘Kozloduy’ International Fund. The major works have been focused on windows and doors replacement, building envelope thermal insulation and replacement of heating installation in the building (wood pellet fuel replaced the diesel). Besides, all cast iron radiators have been replaced by newer, more efficient ones.
На 02 юни 2015 г. в заседателната зала на община Чепеларе (България) се проведе третото местно обучение по проект 50000 and 1 SEAPs. Обучението бе организирано от Асоциацията на родопски общини и Европейски център за качество с любезното съдействие на община Чепеларе.

Целта на обучението бе да се направи преглед и оценка на постигнатите до момента резултати от проекта, както и да се представят предстоящите инвестиционни проекти и индикатори за изпълнение в рамките на Плановете за действие за устойчива енергия (ПДУЕ) на петте общини - Чепеларе, Брацигово, Златоград, Неделино и Рудозем. Представителите на петте общини бяха запознати също и с примерното съдържание и обхвата на ПДУЕ, съгласно изискванията на Конвента на кметовете.

Участниците в обучението посетиха обект "Преустройство и модернизация на общински детски комплекс“. Приложените енергоспестяващи мерки са
финансирани от международен фонд „Козлодуй“ по проект "Енергийно ефективни мерки в обществени сгради - V транш". Направена е подмяна на дограмата, положена е топлоизолация на стените и покрива на сградата и изцяло е подменена отоплителната инсталация, като е преминато от дизелово гориво на пелети. Всички стари радиатори са подменени с нови.
