European Initiatives:

The EU climate and energy package 20-20

The Climate and Energy package proposed by the European Community (EC) in 2008 is a far-reaching policy strategy aimed at delivering on the European Union (EU) commitment to fight climate change and promote sustainable energy (European Commission, 2008). The package and legislation, adopted in 2009, set ambitious targets to be reached by 2020: cut greenhouse gas (GHG) emissions to 20% below 1990 levels, increase the share of renewable energy (RE) to 20%, and improve energy efficiency (EE) by 20%. Intelligent Energy - Europe (IEE) programme

The Intelligent Energy - Europe programme is the EU's tool for funding action to improve these conditions and move us towards a more energy intelligent Europe. IEE delivers on:

  • Creating favourable market conditions
  • Shaping policy development and implementation
  • Preparing the ground for investments
  • Building capacity and skills
  • Informing stakeholders and fostering commitment

Covenant of Mayors

The Covenant of Mayors is the mainstream European movement involving local and regional authorities, voluntarily committing to increasing energy efficiency and use of renewable energy sources on their territories. By their commitment, Covenant signatories aim to meet and exceed the European Union 20% CO2 reduction objective by 2020. Read more.


ManagEnergy is a technical support initiative of the Intelligent Energy - Europe (IEE) programme of the European Commission which aims to assist actors from the public sector and their advisers working on energy efficiency and renewable energy at the local and regional level. Read more.

Sustainable Energy Europe Campaign

The Sustainable Energy Europe Campaign showcases activities dedicated to energy efficiency and renewable energy solutions. We think it's time to form a bigger picture out of our isolated efforts to inspire change. Concretely the focus is on spreading best practice in sustainable energy technology, build alliances and inspire new energy ideas and actions. Read more.



European Projects:


A network of sustainable ENERGY supporting structures FOR the Covenant of MAYORS: the first project actively supporting Covenant Supporters and Coordinators - reaching the EU climate and energy goals by involving European cities and towns in sustainable energy planning, reducing energy consumption and increasing the share of renewable energy sources (RES). The integration of EnMS and SEAPs was tested and rolled-out through this project in several municipalities across Europe. Read more.

MAYORS in ACTION empowers Coordinators and Supporters (C&S) of the Covenant of Mayors in effectively assisting their municipalities in implementing and monitoring their SEAPs. Through tutoring and coaching schemes for C&S and municipalities, MAYORS in ACTION will allow C&S to feel that they can act confidently at the local level by employing existing tools and experiences in different environments, and support one another towards a common goal. Covenant capaCITY

Capacity building of local governments to advance Local Climate and Energy Action. Covenant capaCITY takes up the urgent challenge to develop more sustainable energy communities (SEC) across Europe through offering a comprehensive European capacity building programme for local governments to support all the phases of implementing a Sustainable Energy Action Plan (SEAP) – from motivation, planning, implementation, to monitoring and evaluating.  Read more.
